Open an Access Form without Having Access Installed

Can users open an access form without having access DB installed? If so, I believe I have been reading around and it looks like I can add some code to do this. Anyone?
 

Excel Facts

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
Sort by date Sort by votes
users will need ACCESS RUNTIME. (free)
but you cannot alter forms/code in runtime.
