Open From HTML - Environment Variables

I solved my pervious request of being able to pass in variables from an HTML command, or at least I thought I did - use environment variables.
The environment variable is set in my web page and it shows with my SET command prompt but it is not seen by the loaded Excel sheet. It appears that the newest environment variables are not seen by the newly opened sheet. If I open the sheet normally it will iterate through the environment and find the variable. Any suggestions how to affect the environment seen by a new Excel sheet opened from a web page with a hyperlink beginning with "FILE\\"?
