Open workbook but nothing appears

I have a very odd issue and I hope I can explain it well....

We are using Excel 2003.

I have a workbook with multiple worksheets (hidden and not hidden) and macros. People have taken this workbook and updated with their own data and saved it. This workbook has been used for a few years and all of a sudden today I have two people with two different versions have the same issue. They open the workbook and nothing happens. It looks like excel just opened without worksheets. When I open the workbook I get the same thing but if I go into the VBA I see the worksheets are there along with the modules.

Any ideas on why this would happen and how to fix it without recovering the file?

I thought about exporting all the worksheets, modules and forms to another workbook but there are alot of worksheets and was hoping for an easier solution.

Excel Facts

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
Options > Tools > General tab. Make sure that Ignore other applications is not ticked.

I can't even select Tools -> Options because there is no worksheet open. It looks like when you close all your worksheets and just have excel open. Menu options are mostly grayed out. I can only tell there are worksheets is when I go into the VBA.
