I want LD2=100 provided

EL2 is not equal to 1 OR
EL2 is not equal to 2 OR
EK2 is not equal to 1 OR
EK2 is not equal to 2

How to achieve?

I think you actually need to use AND

=IF(AND(EL2<>1,EL2<>2,EK2<>1,EK2<>2),100,"")
