outlining rows

this should be easy!!!

i want to sect rows 1-80, ogroup them, then select 81-200, and outline them.

then I can toggle which set I want to look at.
I selected 1-80 and clicked the outline tab, same for the next.

Each time I try it, it groups them all together as one group.
What am I doing wrong?

To Group 1-80, select rows 2-80, then Group them using Data | Group...
To Group 81-200, select all but the row you want to remain displaying when the group is hidden.

I like the Grouping +/- sign at the TOP of the data.
To change the location of the Grouping +/- sign from the bottom of the Group to the Top:
In the Data Ribbon, open the Outline Dialog box.
Click the small dropdown arrow in the lower right corner of the Data/Outline section.
Uncheck the "Summary Rows Below Detail" checkbox.
