Password to reference

It is possible to put a password to the VBA code to prevent non-authorised users access to it.

The problem is the code in my workbook is NOT password protected, yet when I try add a reference by going to Tools -> References, it prompts me for a password.

Is this normal behaviour?

You would get that if the project has a password, but is not locked for viewing.
