Percent to Goal Chart

I need to make a Percent to Goal Chart in a Dashboard for a call center's performance. The 4 metrics have nothing to do with each other, but its a dashboard. However, 3 of the values need to be less than or equal to the goal, with 1 of them greater than or equal to the goal.

I have the formulas correct, but charting it has been a headache.
