Picture Fame Around Chart?

Does anyone know how I can put a picture frame around a chart to give it a more polished look? Thanks.
 

Excel Facts

Select all contiguous cells
Pressing Ctrl+* (asterisk) will select the "current region" - all contiguous cells in all directions.
Do you mean using something like the AutoShapes with the Bevel tool? Just draw it, resize, then send it to back.

You can also (with XL2002) add a picture to the chart itself.
