Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
2 suggestions:

1) convert the data...the following is a quote from Chip Pearson to the excel charting group:

Convert your polar coordinates to rectangular, and choose an XY
Scatter plot.

X = R * COS(RADIANS(Theta))
Y = R * SIN(RADIANS(Theta))

You won't get the polar grid lines, but the graph will be polar.
