Possible to track changes thru Windows Explorer

Hi,
If someone adds a file to folder C:\Test of any type (ie .xls, .doc, .pdf, etc) is there vb code out there that would notify me (send a LotusNotes email) the date modified of any file in the folder?

Using XP and Office 2003
