prevent excel form automatically changing the format...

I have a password protected sheet in which the user only has authority to "select unlocked cells". The cells in question are formatted as currency. If the user accidentally hits the "/" key, excel automatically changes the format to fraction.

I realize that re-entering the data using the "$" symbol will change the format back to currency, but it would be MUCH nicer if I could prevent excel from changing the format in the first place.

How can I do this?
