Problem of protection in Microsoft Excel 365

I have created an excel file and protected the sheet with a password under the Review Tab. When the same file opens in MS office 2007 on another PC and click on Review tab and then Unprotect Sheet option, it does not ask for any password. Unprotect Sheet option turns into Protect Sheet option and I can edit the data on the sheet. It means an excel file created and protected in Office 365, loses its protection in Office 2007. This is why? Please resolve this issue.

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
I have got similar problem with Excel Files which gets opened via Outlook Mail although they seems to have a ready only option only for the password protected files.
