Problem with Filter

My Excel sheet has a vertical line with a '-' at the top and a '+' at the bottom. It's located to the extreme left with a 1&2 above it. This vertical line covers 652 of the 1000 rows in the table and limits the filter arrows to those rows. How do I get rid of this limitation, and what do the 1/2 toping the column and fronting above the rows mean? Thanks.
