Problem with formula

Hi all,

Having a few problems with a formula and hoping someone can help. I keep getting other as the result. If I remove the "or" portion of the formula along with two of the variables it works fine but as soon as I have them in it. Not sure what I'm doing wrong.

Excel Formula:
=IF(COUNTIFS(B24:B26,OR("EAST","WEST","SOUTH"),C24:C26,Lookups!A2)=1,"NOTED","Other")

Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
Try
Excel Formula:
       =IF(SUM(COUNTIFS(B24:B26,{"EAST","WEST","SOUTH"},C24:C26,Lookups!A2))=1,"NOTED","Other")
