progress formula in conditional formatting

hi all,

i'm a newbie here, please help me...

here's the picture of my question.

the 1st problem is in row 10, i have a target 100 which is distribute evenly in 37 cells next to the 80,0 (progress Real To Date), i wanted to highlight the cells that reach the 80,0.

for example, if the sum of the first cell and the second cell and so on reach the 80,0 then the cells will be in green color, but the the rest of the cells is in red color.

and the 2nd problem is how to conditioned the 37 cells in the row 10 if their are below target in timeline (see row 9), for example if the progress cells below the timeline then the cells will be in blue color and the rest of the cells in black color.

should i add the Target To Date column?

please help me.
