=ROUNDDOWN(SUMIF($Q$3:$Q$11,H15,$P3:$P$11),0)

Depends if you want to ..

a) Round down the final sum (see Robert's answer), or

b) Round down each of the individual values being summed:

=SUMPRODUCT(--($Q$3:$Q$11=H15),ROUNDDOWN($P$3:$P$11,0))
