Random Time Array

I am needing to generate an array of x number random times of the day in 15 minute increments that does not repeat. Would prefer there to be at least 1.5 hours of separation between the times but is not required. X number of random times must be able to be changed. Can anyone help? Thanks.

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
For reference: the formula I have so far is:
=RANDARRAY(3,1,TIME(RANDBETWEEN(0,23),RANDBETWEEN(0,3)*15,0),,FALSE). If I take out the RANDARRAY function, the TIME function works like I want.

I just need the function to automatically populate several times without having to drag the list down because the number of times needed will change for my project.
