The COUNTIFS would work just fine but that requires you'd use double quotations around the "greater than or equal" symbols so I'd prefer something like
With some minor adjustments the same formula can be used for the other two as well.
The formula above counts the number of values found in the rows but if it's the actual row numbers you're interested in just wrap the ranges in ROW()-function.
