I know I have done this before but for the life of me cannot find the spreadsheet I saved as an example. In column c I have a rank, by the value in column b. the formula would start over each time the id # changes. In other words its in a data set I keep adding to. I have a formula that ranks like that but creates ties in the rank. I do not want a tie. See column D for this example.

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
You can try this

Excel Formula:
=COUNTIFS($A$2:$A$65,A2,$B$2:$B$65,"<"&B2)+COUNTIFS($A$2:$A2,$A2,$B$2:$B2,$B2)
