Ranking Text using Multiple Text Criteria

Hello,

I have data that I would like to assign a number (or rank) for each group within a division. Data is not grouped together, and I do not want to sort data. I am seeking the below result, but I cannot figure out what formula to use. Please help! Table starting at A1.

divisiongroup namerank or count should be
