REALLY protecting a workbook

I've created a template workbook and want to make it such that nobody can save, save-as, or copy/paste the workbook into another folder. In other words, I want to make it such that they will ALWAYS have to use the specific template I've created (in the place I've created it).

Any ideas if/how this can be accomplished?

Excel Facts

Create a chart in one keystroke
Select the data and press Alt+F1 to insert a default chart. You can change the default chart to any chart type
Well, I just had an idea...
What if I can figure out how to determine the path of the file that is open. Then create an error message (on the Workbook Open event) stating that the file may be used only if it is opened from the original location? Also, perhaps I can figure out how to disable the save/save-as features...

Thank you for your help. While I have your expert ear, do you know if there is a way to disable the "save changes?" message that appears when the user closes the workbook?
