Replace OFFSET with INDEX

I am sorry for my english. Hope friends can help me. I use a formula within the data validation. =OFFSET(DATA!$C$1,MATCH(C2,DATA!$C$2:$C$3500,0),8;COUNTIF(DATA!$C$2:$C$3500,C2)). I know that the shift function makes it impossible to use it in another workbook, but would it be possible to replace the formula I'm using with index? So I could use it by searching in another workbook. I hope you understood my question and that someone can help me? I appreciate the help. tks
