Report: Conditional Formatting Background fails

I have a report that includes a Credit Status field (txt). In the conditional formatting, I can change the font to another color or the default black and bold, but it doesn't matter which background color I choose, I get nothing. I'm scratching my head on this one. Anyone have any ideas?

When I change the field into a conditional expression based on a value in the field, it works. I get the background color I want as well as the font color. Seems strange....
