Restrict input based on criterion

Cell A1 contains Cash avaialble on hand, say 175000.

Cell B1 for inputting withdrawal of cash, <=A1.


I request a formula in B1
to restrict input entry of cash withdrawal in
Cell B1, if it is >A1 with an alert message, "Insufficient".
