Retrieve time zone form user PC

Hi

Is there anyway with =NOW() to return the Time Zone of the users PC?

EG Desired Cell Result: "31/01/2011, 17:30 GMT+0" or something that identifies the PC location. (The spreadsheet is used in the UK and China - employees use validation connected to a =NOW() formula to time-tamp their entries - when an entry shows as "17:30" i need to know whether that was China time or UK)
