Return Most Recent Year

I have a project schedule list and I want to return the most recent year may data looks like this how can I write a formula where I can look up off activity number and it returns the highest value??

How about
Excel Formula:
=max(if(F2:F1000=F2,B2:B1000))
this will need to be confirmed with Ctrl Shift Enter.
