Return the value of a cell a specified range away from another cell

I can't figure out how to substitute RAND for RANDBETWEEN and it is making me miserable. So I am trying to come up with a workaround. Is there a way to do this:

I want to do the equivalent of VLOOKUP, but instead of returning just the first (or last) item from the looked up value, I want to return the next n items from the column.

For example:

A.............B...........
Joe..........ice cream
Joe ........pretzels
Joe.........chips
Fred.......red
Fred.......blue
Fred.......green
Mary.......hello
Mary.......howdy
Mary.......hi

In C1 I have "Fred"
so in D1, D2 and D3 I want:
d1 =Red
d2= blue
d3 = green

What would the formula for d1,d2, and d3 be since VLOOKUP doesn't work :-(
