Risk Matrix action efficiency.. is this possible?

I have made a spreadsheet to calculate the effectiveness of actions put in place to control a hazard.
If Elimination is used then the action is 100% effective.
If Engineering is used then it scores only 50% and so on as Elimination is the most ideal control.
What I would also like it to do is calculate the efficiency of the control actions. For example, if a risk has a score of High 15 and is controlled using Engineering then that would be a less efficient solution than if Elimination were used. I have tried a few different ways to get this to work and put a score to it (eg. 100% or 10 for most efficient & 0% or 1 for least) but have had no success. If anyone can think of a way to make this work that would be greatly appreciated!
