Rotating names

I’m a train driver and working a 33-week link, starting Sunday to Saturday.

After the first week the date F1 must change, with it the names in B3 and C3 must move one row down to B4 and C4 and the rest of the names.

From D to J must remain the same. Only week 1 B3 and C3 names must move down weekly, as the date changes, so will B3 and C3

The last week 33 the names in B35 and C35 must move up to week 1 B3 and C3.
Formula not working =IF(A1=1,15,A1-1)
I would appreciate it If you could help me with a formula for both names B3 and C3 to rotate, and a formula for when the date F1 changes weekly.
