rounding question

I want to round to the quarter hour based on 7/8 minute split. I found two formulas. Is one better than the other? Any known issues using one versus the other? They both seem to work ok.

ActiveCell.FormulaR1C1 = "=ROUND(RC[-1]*96,0)/96"

ActiveCell.FormulaR1C1 = "=TIME(HOUR(RC[-1]), ROUND((MINUTE(RC[-1])/60)*4, 0) * 15, 0)"

EXAMPLE ROUNDING:
7:53 - 8:07 rounded to 8:00
8:08 - 8:22 rounded to 8:15
8:23 – 8:37 rounded to 8:30
8:38 – 8:52 rounded to 8:45
8:53 – 9:07 rounded to 9:00

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
