Row selection after variable

im trying to select the first 3 rows after each page break and add a few grid lines

my main issue here is that im extremely confused about the row selection

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
Perhaps something like this.
