Save sheet as Text file

I save the value of some cells as text file, with this statements
Code:
                Sheets(Work_Sheet).Select
                ActiveWorkbook.SaveAs Filename:= _
                    Dir_Out & "\test.txt ", _
                    FileFormat:=xlUnicodeText, _
                    CreateBackup:=False
but if in a cell there is this value:

Created=1999,9,4,18,40,8

once created the text file "test.txt", the value that I can see is:

"Created=1999,9,4,18,40,8"


Why the save operation put the character " at the beginning and at the end of the cell value?

I put the cell format as Text and I work with Excel 2003.
