You can send SMS via e-mail to most major US providers.
This site provides the e-mail suffixes (i.e. ...@PROVIDER.com)
How to Send Text Messages (SMS) Via Email
You could then combine this concept with an Outlook object to send the message via Outlook.
I'm not sure that this would be helpful as you list your location as being outside the US.
