Sequential numbers that reset when one number is reached, then reset again for another number

I dont know how to ask the question,
but the problem is I am working with various rosters, for example


RostersWeeksDaysDaysDays PaidDays
NameCycleOnOffNot WorkedTotal
11.005217
22.00104114
33.00147121
44.00217228
55.29289137
62.0077114
76.002814142

I want to create a series of columns
Month l Day l Date l Cycle Day l and so on
in cycle day column i would like to automatically populate the cycle days, for example if I was to use Cycle 4, it is a 21 days on and 7 days off.
the column would be populated thus;

Jan l Wednesday l 1/01/2020 l 1 l
Jan l Thursday l 2/01/2020 l 2 l
Jan l Friday l 3/01/2020 l 3 l

the cycle days would progress until they reached 21 then change to 1 and increase to 7 then change again to 1 and increase to 21 and so on.

Using ROW instead of ROWS in this sort of formula is always risky. Even if you get the formula to produce the result(s) you want, generally if later somebody decides to insert new rows at the top of the sheet, the formula will generally then return incorrect results & sometimes that is not obvious so you end up unknowingly using incorrect data.
