Excel 2012

3item1outitem3
4item3activeitem2
5item8idle
6item2active
7item4off
8etc...idle

<tbody>
</tbody>
Sheet2

Array Formulas
CellFormula
D3{=IF(ROWS($D$3:D3)>COUNTIF($B$3:$B$8,"active"),"",INDEX($A$3:$A$8,SMALL(IF($B$3:$B$8="active",ROW($A$3:$A$8)-ROW($A$3)+1),ROWS($D$3:D3))))}

<tbody>
</tbody>
Entered with Ctrl+Shift+Enter. If entered correctly, Excel will surround with curly braces {}.
Note: Do not try and enter the {} manually yourself

D2, control+shift+enter, not just enter, and copy down:
Rich (BB code):
=IFERROR(INDEX($A$2:$A$10,SMALL(IF($B$2:$B$10="active",
    ROW($A$2:$A$10)-ROW($A$2)+1),ROWS($D$2:D2))),"")
