if value in cell # b64 is greater than 2000 but less than 4000 then enter the value of cell c64

If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.

=if(and(b64>2000,b64<4000),c64,"")

You didn't specify what the result should be if the condition fails so I've used a null string to keep the cell effectively blank
