I have this table with this information. Each operator works one of the following six-hour shifts: midnight-6 A.M., 6 A.M.-noon, noon-6 P.M, and 6 P.M.-midnight.

The question I need to answer which I think I can answer using Solver is: What is the minimum number of operators needed?

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.

Is this for something like a call center?
If so, do a google search on Erlang C.
