Specify conditional format colour in Excel cell?

Currently to change the colour that gets applied in case conditional formatting condition is true, I have to go to conditional formatting popup and change the formatting.

Is there a way to specify the colour that must be applied for conditional formatting in a cell? May be a number or 'blue'?
