Staff rota variable shifts vba random select is this possible??

Hi I have about 35 staff that work Monday to Saturday I would like to them to do shifts in the week Early (E), Mid (E) and Late (L) they have set days off. Is it possible to create a marco that will fill in shifts for my staff each week. It has a few conditions as well only allowed to do a max of 2 late shifts a week each.

Anyone help at all or point mr in the right direction.
