# Still Can't Figure Out If Statement For Errors

I am still having a problem figuring out how to identify when a value is greater than the value that comes before it, even if it is seperated by a few lines of errors. A sample of my data is below...if anyone can help please respond. Thanks! If possible, I would like to quantify the difference if a value on a later date is More than the value before it. If anyone needs more detail just say so. Thanks for all of your help. I have changed the errors to "NV" for ease.
