sub labels on horizontal axis

I'm trying to recreate a column chart i have in paper format. The chart has number of widgets represented by blue bars and sum of gadgets by yellow bars in each city at 10 cities. instead of using legend there is the label under each bar. Then grouped to represent the first two bars is the city. I can't figure out how to create these sub labels instead of using legend
