=SUM(OFFSET(A2,,MATCH(MAX(IF(A2:M2<=100%,A2:M2)),A2:M2,0)-2),OFFSET(A2,,MATCH(MIN(IF(A2:M2<=100%,A2:M2)),A2:M2,0)-2))

or if you have the formula for min(Q2) and max(Q1)
maybe

=OFFSET(A2,,MATCH(Q1,A2:M2,0)-2)
=OFFSET(A2,,MATCH(Q2,A2:M2,0)-2)
then just combine the two in the the sum function
