Sum in ranges

Employees of my company take advances payments for travel or other business expenses and after that they should be refunded. As seen at some point the amount in column one is approximately equal to or equal to zero. I need when the sum in column 2 is equal to 0 to have a new calculation from the next line till I get 0 again. If the sum of row 1 to 3 to is zero, I need the formula to start next calculation from row 4 till it`s zero again and again. Thanks for help in advance.

Not enirely sure but try:
=IF(ABS(SUM($A$2:A2))<0.02,SUM($A$2:A2),"")
Chnge the 0.02 to the minimum you are required.
