Sumif all if ReportYear is blank and only values where transaction year matches ReportYear

I need all values within the range unless there is a value in the named range ReportYear. When the year is entered in ReportYear I need only purchases in column F that match the ReportYear to be summed in column V.

Column F holds only Dates
Column V holds only Dollar Values

This is the formula I tried to use:
=IF(ReportYear="",SUM(V3:V26)>0,SUMIF($F3:$F25,YEAR(V3:V26)=ReportYear,$F3:$F26))
