Text delimiter

Hi there
I have recently upgraded from Windows 2000 to XP. I used to import text files by just selecting "Open" and then selecting the text file. However, the text delimiter dialog box is not opening now and the text file is directly opened in Excel.
Please could you advise me on how to ensure that the text delimiter opens when importing text files?
