Theoretical question about guestimating data quality

Background

  • I used to calculate commissions for a staff of 30 sales reps.
  • Every month there would be hundreds of leftover transactions that should have been tied to an account, but weren't. Therefore, no sales reps got paid on them.
  • The transactions tended to be really small, and when I would take time to go through and fix a bunch of entries,
    • a rep who was already getting $1000 in commissions that month might get an additional $12.
    • the rep who was too far behind quota to get a check was still too far behind.
    • I might uncover some refunds and the person who was getting $500 is now getting $497.




My Question
If someone said, "estimate what we'd owe each sales rep if we went through and cleaned up these hundreds of transactions," what fundamental statistical sampling questions are in this request, and what techniques would be used?
