Time schedule between set time

Hi all, I'm breaking my mind over an time table that we use and can't see an option to get it solved.
We work in 12hr or 24hr operation, and to make an time estimate about the job and job progress during the job we would like to calculate this. During an 24hr operation the task of calculating is simple but as soon as i try to work this out during 12hr operation.

Where I'm trying to go is and 12hr system where the job only counts up between working time set in an other cel in this case working between 07:00 and 19:00, how can I adjust the formula in such way it starts counting the planned time between there.
