Trying to find overall change between steps

I have another question that I have been fiddling with but I am having a hard time. I have two sets of data one from a previous week and one from the current week. I am trying to tell if the overall change between steps from the previous week to the current week has gone up, down or stayed the same. In other words have the items advanced in their steps or fallen back from one week to another.

What are the criteria that define up / down / no change?

Looking at your sample, items 1, 2 and 3 all have 2 increases, 2 decreases, and an overall equal sum, yet 1 has no change, while the other 2 are up. How would this be decided?

Item 4 has an equal sum of step values, but has 3 decreases and only 1 increase, which presumably defines this as down?

If an item moves forward in steps (step 1 in previous week, step 2 in current week, etc) from week to week then this is considered up. If an item falls from Step 4 to any previous step then this would be a down. Each item can have more than one piece moving through the steps at any given time that's why you see some large quantities in some steps. Each item will always have the same total number of pieces in all four steps from week to week if that helps.
Item#4 had 1 piece in each of the steps last week but this week 3 of the pieces in steps 2-4 fell back to step 1 so this is considered Down.

I've been looking into this a bit more, that solution just seemed too easy.

There are a number of possible changes that are incorrectly identified with the existing method.

I have something in mind that will (or at least should) work, but it's taking a while to get it right, I might leave it and have another look with a fresh mind in the morning, but will post as soon as I have some success.

Note that all values in the left column are prefixed with | this is used to preserve formatting as some of the strings are recognised as numbers, others as dates, when all should be text.

Each string is a concatenate of -1(decrease), 0(no change) and 1(increase), for each of the 4 steps, the table list all possible permutations based on the criteria that the sum remains unchanged, so strings that would for example show decrease in some steps with no increase in others to compensate have been left out.

Any shown as No Change? are results I was unsure of, but this seemed to be the logical choice.

Based on this and using the table in my earlier post for cell references, the formula for J3 will be
