Trying to identify and remove 1 row of data by comparing 2 separate cell values

I receive a daily report detailing speed infractions for drivers. There are duplicate lines of data where the only difference is one line will be 13% over posted threshold but the next line will be 20% over posted threshold (all other info is exactly the same).

What I'm trying to do is identify duplicate line entries based on the date/time in the Alert Created column and use the Message Received information as the filtering parameters so that I can delete rows that show the 13% information while keeping the 20% information.

at the end of the day or when you receive the data add col c then sort by col c
moving all the delete rows to the bottom
and delete them in one operation
