Trying to join columns in time sheet

I would like to have a drop down list for these three columns. I was also wondering how do I join these columns for my start and end times.

EX select hour 7 minute 30 AM/PM AM would give me 7:30 AM start time.

Hour Minute AM/PM
1 15 AM
2 30 PM
3 45
